I like the fact that intergalactic travel is *not* easy — too many webcomics/books/video games act like interstellar travel is easy. Making it difficult is much more fun.

Given this sort of set up it’s pretty likely that
a) the government is corrupt as heck.
b) the ‘criminals’ will be lucky if they got a fair trial.
